Since the 2018 midterm elections, the Green New Deal has catapulted into the public conversation about tackling climate change and income inequality in America. It has inspired a diverse coalition of groups on the left, including climate activists, mainstream environmental groups, and social justice warriors. The Green New Deal is not yet fully fleshed out in Congress—the most complete iteration so far is a nonbinding resolution put forward in the House by Representative Alexandria Ocasio-Cortez (D-NY) and a companion measure introduced in the Senate by Senator Ed Markey (D-MA). At their cores, these bills are an urgent call to arms for accelerating the decarbonization of the U.S. economy through a federal jobs program that would create millions of green jobs—a 10-year national mobilization on a number of fronts aimed at reducing the nation’s greenhouse gas emissions.

The resolution text itself is a laundry list of possible goals and strategies aimed at immediately addressing climate change and radically cutting U.S. carbon emissions. These proposals are ambitious in scale and breadth: a national target of 100 percent “clean, renewable, and zero-emission” energy generation; a national “smart” grid; aggressive building upgrades for energy efficiency; decarbonization of the manufacturing, agriculture, and transportation sectors; increased investment in carbon capture technologies; and the establishment of the United States as a global exporter of green technology. What such an effort will entail on the ground is not yet clear, but if even only some of these stated goals are achieved, the Green New Deal will represent a transformation of both the American economy and landscape on a scale not seen since the days of President Franklin D. One bright December day, Mario Schjetnan, FASLA, was ushering a visitor around Mexico City’s historic Chapultepec Park, where his firm, Grupo de Diseño Urbano (GDU), has been enacting subtle renovations for nearly a decade and a half. He detoured, though, to show something that has not required the firm’s intervention. It was a concrete sump, perhaps five meters square, three meters deep, and open on top. It is the terminus of an aqueduct, completed in 1951, that brings water from 60 kilometers away through a tunnel under a mountain range. At the time, the city’s population had more than doubled in two decades, to three million thirsty souls. This new aqueduct must have seemed like deliverance. (Today, the population of the Metropolitan Area of the Valley of Mexico, comprising the city proper plus 41 contiguous municipalities, numbers more than 21 million.)

The sump, whose function was really just to hold water before it was piped into four enormous tanks buried nearby, was treated reverentially. Sheltered within a temple-form building, the depression’s walls and floor were painted by Diego Rivera in a fantastical narrative called Water, Origin of Life. The inlet seems to pour through the hands of Tlaloc, the Aztec god of floods and droughts. Swirling around the floor and up the walls are life forms of increasing complexity. There are an ur-man and ur-woman, and depictions of everyday people using water (swimming, sipping, irrigating gardens), of workers jackhammering rock, and of giant pipes and valves. When the sump was actually used, the view through water surely added a vitalizing shimmer, but water was destroying the mural. Eventually the flow was rerouted and the painting restored.

Now Schjetnan pointed to where Rivera had portrayed a gathering of two dozen men in modern dress, some in hard hats, some in suits; on a table before them is a sheaf of blueprints. “The engineers who built the aqueduct,” he said respectfully, (more…)

Reed Hilderbrand overturns a century of casual destruction at Long Dock Park in Beacon, New York.

Ten years ago, Long Dock was a postindustrial ruins built on fill—the layered detritus of its past—that sprawled 1,000 feet across the tidal flats of the Hudson River at the foot of the boarded-up city of Beacon, New York.

Now, this same site, Scenic Hudson’s Long Dock Park, is a 23-acre expanse of meadow and wetlands shaded by cottonwoods and swamp maples, with a sculpted dock and quiet cove, where a kayak pavilion hovers like a dragonfly over the river’s edge.

Reed Hilderbrand has remediated and reshaped the flat landscape, transforming it to a series of earthen berms and reconfigured marshes that hold and filter stormwater and tidal surges in storms as brutal as Irene and Sandy.

“We were fully inundated four times during construction, so each time we lost ground,” Gary Hilderbrand, FASLA, said one midsummer afternoon, standing on the boardwalk that leads to the river’s edge. “But we also proved that the (more…)
